Chevening Leadership Fellowship Programme for Coventry University

The Challenge

The Chevening Ethiopia Leadership Fellowship is a programme commissioned by the UK Foreign, Commonwealth and Development Office (FCDO) and hosted by Coventry University.

The programme sees small groups of senior central government officials from Ethiopia visit the UK for eight weeks for a series of workshops, visits, networking opportunities and experiences. It is designed to give participants a first-hand experience of how public policy is designed, developed, and evaluated at UK and EU institutions.

Coventry University turned to Dods Training, as the leading provider of training on policy for the UK Civil Service, to help design the London-based part of the scheme.

Solution

Dods Training created a highly inclusive series of sessions using a mix of interactive learning, support from policy experts, networking, guest speakers and practical work on a case study to bring the policy making processes to life.

The programme had a central theme of encouraging structured policy making through clarity on situation, evidence, options and solutions. It therefore covered all aspects of policy design, development and implementation.

The learning was supported by visits to organisations dealing with aspects of policy work. These included the UK Parliament, the Supreme Court, FCDO offices covering the Horn of Africa, the National Infrastructure Commission and the Thames Tideway project. To highlight the relationship between the UK and Ethiopia, we also arranged a visit to the Ethiopian embassy to meet the Ambassador.

The Results

The study programme was a resounding success, with Coventry University commissioning Dods Training to deliver the project for another three years.

Participants have kept in touch to report how they are using their new skills and capabilities and how this has led to promotions in their work area.
