This training is delivered by the Rt Hon Andrew Lansley CBE MP,

Andrew served as Conservative MP for South Cambridgeshire from 1997-2015. As MP, he was a strong supporter of local business, enterprise and innovation and was a staunch champion for the ‘Cambridge Cluster’; the leading science and technology hub in Europe. He was instrumental in delivering key developments for the region, including the Cambridge City Deal, significant infrastructure improvements, delivery of the new Papworth Hospital, and major government funding for South Cambridgeshire’s life sciences economy. In Parliament he served on several select committees including Trade and Industry, Health, the Puttnam Commission (scrutinising the draft Communications Bill) and various standing committees including the Water Bill, the Competition Bill and the Enterprise Bill. For 13 out of his 18 years in Parliament, he was a member of the Cabinet or Shadow Cabinet (he was first appointed to the Shadow Cabinet in 1999 as Shadow Minister for the Cabinet Office). As Leader of the House of Commons and Lord Privy Seal (a post he held from 2012-2014), he led the implementation of the Government’s legislative programme (including as Minister responsible for the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014) and managed the day-to-day business of the House. He served as Secretary of State for Health between 2010-12, having previously held the health portfolio in the Shadow Cabinet for seven years prior to the 2010 general election.

Reading Legislation Training

The purpose of this day is to equip our attendees with an understanding of the processes within government that brings forward legislation ; to understand the structure of a Bill and what to look for in its content ; to read a Bill and follow its stages; how to assess the scope for amendment; how to structure potential amendments; to understand the use of secondary legislation ; including worked case studies of recent Bills.

Session 2: Creating a Bill ( 20 minutes)
* Green/White Paper ; Policy approval; Instructions to Counsel ; Drafting approval; Parliamentary Counsel ; PBL ; Introduction

Session 3: The Legislative Programme ( 20 minutes )
* Parliamentary time ; Money Bills; Commons or Lords Introduction ; carry-over Bills; Private Member’s Bills; Law Commission Bills

Session 4: Publications (30 minutes )

Session 5: Stages of a Bill ( 30 minutes)

Session 9: Case Studies [Two Groups ] ( 90 minutes )
* A Big Programme Bill : The Levelling-up and Regeneration Bill. [ How does this Bill change the law relating to a) plan-making by local authorities; b) developer contributions to affordable housing ; and c) which aspects of the Bill have been brought into force and when? And to write an amendment to the Bill.

* A Short Programme Bill : The Passenger Railway Services ( Public Ownership) Bill [ How does this Bill change the law; amendments to existing statute; drafting potential amendments ]

Session 10: Presentation of work on case studies (40 minutes)

Review and Q&A ( 20 minutes)
